Tiger and scrolling

I have only just noticed this (Have been using linux for a while) But i recall on panther, that if you had say two windows open, you could move your mouse over the non-highlighted window and scroll that document without selecting it.

This seems to have gone on tiger(10.4.2) which is annoying at times.

Can anyone confirm this? and why would apple remove this unless it's just me and my mind playing tricks on me

You have to hold down the command key to activate controls in windows without bringing them forward.

Thanks for the reply, This seems to only work with right clicks, no scrolling

Which leads me back to my original question, why would apple do this?

That also only works in Cocoa applications, it seems.
