language problems

safari is in german (somewebistes like google automatically go to chineese when i type in google.com) and helpviewer is in chineese or somthing like that. I have no idea why. running mac os 10.3.9 on an eMac 1.25 Ghz (1 year old) please help please

    PLEASE I CAN'T READ ANYTHING!!!! AND THE INTERNATIONAL IS SET IS ENGLISH!!!!! I DON"T KNOW JAPANEESE(or what ever the it is)

    System preferences > International > drag English to the top.
