Ultra low-power chips from Intel

It states that Intel came with a tweaked version of its 65nm process transistor, that will cut leakage by 1000 while reducing speed by 50%.
The Register says that these transistors are likely to be aimed at XScale CPUs, but no one disconfirmed that an x86 line of CPUs could use those transistors.
If such a CPU is released, I'm sure Apple would be able to release something really nice : what about a Book Mini, with two of these chips, flash-only mass storage, and a 11" screen, in 2007?
