Mail wil not create new Mailbox

I get the message



Unable to create path ~/Library/Mail/Mailboxes/Mail_box_name



This has all happened since my big crash when I lost all my bookmarks, mail, music from itunes, etc.

    Have you look at your permissions for that directory



    Make sure it is read/write

    I believe the permissions are Read/Write. Not sure what "Enable Folder Actions" means. Still cannot get the Mail to budge.
