Disabling Universal Access' Use of Command-F5

How do I disable Universal Access' use of the Command-F5 shortcut to toggle VoiceOver? Changing my keyboard preferences so it'd require FN-Command-F5 is not an option. Is it possible to remove VoiceOver or Universal Access entirely to solve the problem? Thanks.

    Select 'System Preferences' from the dock or from the Apple Menu.



    Select 'Universal Access' preferences pane.



    Select 'Seeing'



    Turn OFF VoiceOver

    Just uncheck it under Keyboard and Mouse-> Keyboard Shortcuts. It's under Universal Access.

    But hitting Command-F5 turns it on again.
