Application to add tabs to other programs?

I like OmniOutliner but it would be way more useful if I could have my four or five outlines open in tabs like Safari has. Why doesn't someone create a program where you could just drop open windows on a tab launcher and then your documents would all be their to tab through? Doesn't seem that difficult.

    i think that would probably be a little more difficult than you think.

    It's not done because tabs are, well, stupid.

    I don't see how tabs could be stupid, at least in the right place. I have four OmniOutliner documents that all look the same in the Dock and I have to send them down, click on the OmniOultine icon in the Dock and then pick the title of the one I want. It would be infinitely easier if I could see all four titles at one time in tabs in one window.
