I never thought about it until someone said something about it to me the other day. I wouldn't rule out the possibility. Remember a couple years ago, Google was just a simple search engine that was easy to use. Now look at where they are.
They also do things different than MSN and Yahoo!. Rather than buying up smaller internet services and bringing them under their umbrella, google goes out and creates their own markets or enters and existing market by offering a generally superior product.
It's unlikely but it could happen. I'm sure that jsut 3 years ago, nobody guessed that we could get free email service with over 2gb of space.
I wouldnt be surprised if they spun off a GoogleFS for the Linux crowd at some point. Or if Apple ever decided to get rid of HFS+ and go with something more modern, what if they collaberated with Google to compete with WinFS?
I remember reading in Wired magazine a quote that made me laugh, "Someday you'll be bringing your google to the google to get some more google for your google.

WinFS is a database layer for NTFS. It is not a replacement file system. HFS+ is quite excellent for general use and way underhyped.

Google does do their acquisitions now and then, but not nearly as much as Yahoo! does. Whereas Gmail was developed in-house, the upcoming Yahoo! Mail is largely based on Oddpost, which had been acquired.
On the other hand, whereas Google Maps (now part of Google Local) and Google Earth are largely code from Keyhole, an acquired company.
The way they are able to compete with Microsoft is because they aren't trying to dominate in areas where MS is strong. Thus a GoogleOS would do nothing but divert resources to a hopeless cause.
Google need to continue the trend toward using the Internet as their "OS". It's the only conduit that matters and MS cannot bully them adequately here.

I wonder how long till Google endorses a browser or creates/modifies one for itself. If they could integrate more tightly into computers some how, revolutionize it with some key technology, then the internet services they provide would be even more like OS elements. I am tired, I hope this makes sense.
