OSX won't stop with military time

Does anyone know why my time display in OSX won't quit with the military time? I've tried to change the system preferences so many times. Does anyone know what might be going on as this is irritating?

    I take it you changed the setting in the 'international' setting?



    Someone had to point that out to me once.

    It's such a dumb place for the control to be. I think 10.2 should include among its many fixes a more logical setup of its System Preferences p[anel.
