The Mac OS X that I see in stores and online for sale, is it IntelMac compatible, or are does it only come with the purchase of whole systems?

PowerPC only.
No Intel-based Mac will benefit from it, it comes with 10.4 already installed.
No machine other than an Intel-based Mac will run an Intel version of MacOS X.
Only PowerPC machines could possibly need to be upgraded to 10.4.
