Wallpaper Problem at Startup

When ever I start up my computer, my wallpaper seems to be set at only thousands of colors. But the rest of my computer looks normal and is millions of colors. I temperarily fix this problem by setting my color settings to thousands then back to millions. I have to repeat this process everytime I start up my computer. I am running a PowerBook G4 12", 1.0 GHz. I am running OS X 10.4.6 (This problem has been going on before 4.6 as well). Does anyone know how to fix this?

    In your user folder, in Library > Cache > Desktop folder, you may wish to trash all these files, Log Out, and go back in as the cache files may be corrupted.

    I just tried that and it didn't work. Any other suggestions?
