I am personally more interested in how he did it. Pointless to talk about if it involved pro-soldering skills etc... Never opened up a Mini so don't know how easy his modification is but I presume it can't have been a straightforward job otherwise everyone would be doing it!
A quick Google showed that this was quite easy to do... ( http://www.mini-itx.com/news/images/story0421-04L.jpg ) that's the inside and it looks pretty straightforward by taking the chip out by rotating the grey knob on the CPU holder... now it's just finding a retailer that'll sell you that chip...
Also, the dude did the hack but surely a hotter processor will need more cooling... I don't think the dude will be running his system for very long unless he figures this out...
