I would guess yes, since the USB spec is consistent, and since I just finished reading that 650 page monster a week ago. However, the host of your USB tree (i.e. the computer you plug it into) may have a chintsey implementation of USB, and you may risk damaging your DS (which most certainly has a chinstey USB implementation) if you use a USB cable lacking a ferrite choke.
A ferrite choke is that silly, bulky thing that the cable wraps around. What it does is prevent a surge current from developing. A good USB-host implementation has current stepping built into the silicon, as well as an internal filter to prevent surges. But that adds some cost, and if there's ever a type of electronic device where the designers cut corners where-ever possible, it's USB.
So, moral of the story, use a cable with a ferrite choke and you'll be fine.
