In Windows, entering Control N gives you a new window which is a duplicate of the one you?re in.
In OS X, Command N gives you a new window which is the Home Page.
Is there a way to get a duplicate in OS X without having to start at the home page?

Easy to do. In Safari Preferences under General, select New windows open with... Same Page.
