Probably because that feature wasn't built into the mac browser.
There are two tags in HTML called "ALT" and TITLE". The ALT tag is intended to give *alternative* information about the item, as text, for viewers whose browsers do not display images. The TITLE tag is intended to give *further* information, usually on a mouseover.
The PC's behaviour is incorrect--it displays ALT information on a mouseover--and the BBC's site has written the ALT tags incorrectly, taking advantage of the PC browser's incorrect use of the tag.
To see the TITLE tag used correctly, go to this URL* and you will indeed get a mouseover on the links:

So it's a Mac browser problem and not BBC chauvanism?
p.s. I use the current IE on both the PC and the Mac.

Just position your cursor over the pictures and let it rest for a second. You should see a text blurb appear next to the picture if you're on a PC.
