Small MIDI sequencer for mobile phone ringtones?

Is there a small app (preferably free) that I can use to create standard polyphonic MIDI ringtones from scratch?

    I think GarageBand might be able to do this. You can import midi files to GarageBand so I assume you can edit them, and if you can edit then you can create. I'm probably wrong, though. I just wanted to post and say that I liked your signature.
