It depends. I suppose you could use scripts or download/write a plugin to do it but I don't think so out of the box. Shake is a minimalistic set of high end tools that make a very flexible base to work from but it's not like for example Combustion that has a load of bundled effects like smoke, fire etc.
However, bundled effects can look quite fake (2-dimensional) so you'd probably be better getting into the way of doing camera tracking using say Icarus (it's been renamed):

then import the camera data into a 3D program and model, animate and render the lightning effect with alpha. Then use Shake as the compositor.
