Strange Netscape 7 Behavior

If I do not have a browser window open, and I go into my bookmarks and open a bookmark, it automatically opens a browser window. However, If I have bookmarked a set of tabs, If I do not already have a browser window open when I choose the bookmark, absolutely nothing happens. Do I have a preference ****ed up somewhere, or have other people noticed this beahvior too?



(This is in OS9.1, if that makes any difference)
