macbook charge only to 99%

ok so, my dad's macbook was charging the other day when i was on it and it reached 99%. about half an hour later i glanced up and it was still at 99%. i unplugged it and it said 100, then i replugged it and it said 99. i shut it down and plugged it in and the light on the mag safe stayed orange for 3 hrs and had still not yet turned green. can anyone help me out?

    My MacBook Pro also seems to charge from 95% to 99% while connected to the electrical circuit. I wonder if this is usual?
