Disk Utility will do this if you boot from an install or restore CD.

Yeah, just found my answer BUT something is acting up. When I go to unlock it and put in the username and password for administrator , it still tells me I don't have the priviledges to do so. I'm running 10.2.

Hm, when I rebooted from the CD (after being logged into my admin account), the current partition was already unlocked, didn't ask me for a password. I'm not sure what's up.

I created partitions in Disk Utility with 10.1.4 and 9.2.2 before loading the 10.2 update. It went very smoothly, and there weren't any permissions issues, just the usual administrator password.
