can't install Flash Player 9 on Intel Mac

I'm running OS X 10.4.8 with all of the security updates installed. I'm trying to install flash player 9 (universal binary, directly from adobe's website) but the install always fails. I get this message: "Error creating file. 1008:5,-5000. Access denied error." When I click OK on the error message, I get this message: "You do not have enough access privileges for this installation." I've tried repairing privileges and this does nothing to help. Anybody else have this problem? Or know a solution? Please let me know. It's a pain having an error message pop up on every page with flash, which are a lot of them these days.
