As far as whether or not to wait, that all depends on if you need a computer now or not. If you need a computer now, there really isn't much you can do except start saving for the Leopard upgrade.
As far as whether or not it will be worth the upgrade, that's hard to tell. All the features haven't been publicly released yet. Everyone is waiting for Apple to tell us what the 'top secret features' they alluded to last Summer at WWDC actually are. It is possible that Leopard may not ship until this June, but without any announcements from Apple, no one knows when Leopard will ship.
Leopard will cost over $129 and will be the complete package. That's said I think you should just get your Mac now with Tiger and when the time comes you can buy and upgrade to Leopard.

Agreed 8).
My Tiger install disk that came with my Mac has iLife '06 and iWork '06 demo (which is not really a demo, in that it's a full version that just needs unlocking) on the disks. My point is that Leopard, iLife '07 and iWork '07 can fit on the disks that will come in the Leopard box. And in fact I think they will, Apple will bundle iLife '07 and iWork '07 as part as Leopard. Furthermore I think Apple will not only put full non demo versions into Leopard as part of the Leopard package, but they'll kill off seperate boxes of iLife and iWork completely and they'll raise the price of Leopard to either $149 or $179. Trust me on this one, just go with it.

I also agree with the above. You definitely want the full version of Leopard and the other apps so I'd get a system now with Tiger on it and then buy Leopard when it comes out.
When you buy the boxed copy, it's a full version, not an upgrade so if you need to reinstall you won't need your Tiger discs in order to do so.
I could be wrong, but I've never seen Apple offer an upgrade price. Usually you get the current OS system, with OS disks, when you buy the new computer. If you "upgrade", when a new OS comes out, then you have to buy the whole new OS system and you don't need the old OS disks to install the new system. Windows is where I remember having to insert the previous disk to verify that you are indeed upgrading and are getting the lower upgrade price for the new OS system.
I bought a new OS 10.4.6 about 6 months ago, upgrading from OS 10.2.8, and what was in the box was the OS system and no any extras such as ILife 06.
