If I have 10.3.9 installed on my main drive and I want to install 10.4.8 for dev purposes can I install 10.4 on a second hard drive (I have 4 internal)and be able to chose which one to boot into at startup? Or do they both have to be on the same drive?

I don't see why not. Up until about 2 weeks ago, I had 10.4.8 installed on an external HD and 10.2.8 installed on the internal HD. I would just pick and choose which one I wanted startup. I now have both HDs with 10.4.8 and I mostly run in the internal HD and use the external as a backup for my files.
