I currently have a 12" G4 Powerbook with 1.5ghz, 512mb ram. Looking to get a display, preferably a cinema display in the long run. Im thinking that the graphics card in this will have to put quite a bit of effort in to run that many pixels on the 20" display as opposed to 1024x768. Is it possible to upgrade in graphics cards?

No, it is not possible to upgrade the video in any Apple notebook.

No it's not possible to upgrade the graphics card and you really don't need to upgrade the graphics card to do what you want. The G4 PowerBook's graphic card will easily handle 2 displays.

All the graphics cards in the G4 PBs could run the 20" and 23" cinema displays (no video mirroring) w/o any problems.

There is a tricky way to upgrade graphics card is the apple laptops: swap out the logic board (the video card is built into it) for a newer one designed for your computer. That said, It's fairly pricey, voids the warranty, and as you have the last version of the 12" PB, there are no newer logic boards to upgrade to.

So, to put it simply, you can't upgrade your graphics card. but unless you have a 30" ACD, it won't matter one bit.
