What if the iPhone is not entirely locked to providers?

Ok, here is the thought. What if Apple provides us a way to allow for global roaming on multiple Sim cards using local numbers. This is essentially the holy grail of the hacker community, a totally unlocked iPhone. But, what if through partnering with local telcos Apple can allow for sim swap outs as long as you are using a sim from one of the partners of Apple. It would provide a solution for many of us and still allow Apple and its telco partners to have the locked down contract.
