I need to clear space on my boot drive to load CS3, and I have a Mac OS 9 install sitting there that's hasn't been touched in months.
What's the easiest, safest way to uninstall OS 9 from a drive without touching OS X?

Junk the "System Folder". Seriously, it's that easy. Keep in mind, you'll only regain about 200MB.
That's one thing I loved about OS 9. You could drag-and-drop the System Folder from one machine to another, and it's bootable.
