Hold the power button down for 5+ seconds.

i held it down and i could hear the fans, but nothing shows up on the screen... any suggestions?
Let's assume everything is working in the background. If you press command option control eject, the computer should shut down (without requesting to save unsaved documents). Give that a try and give it a minute or two to shut down.
okay, i'm trying that now, and it will turn on and off, but when it turns on, the screen stays black. The fan will come on, but then it stops. could it be overheated maybe? should i just leave it alone for awhile? plug it in, not plug it in! ps, THANKS SO MUCH FOR YOUR HELP!!!
I also want to let you know that i"m dealing with an ibook G4.
Since it's a laptop, turn it off, take out the power cord and the battery and hold the power button for 10 seconds, and then put everything back together and try again. While you're at it, you may try resetting the nvram too (option apple p r) during startup.

Sounds like maybe the video card is dying (but don't quote me on that).
Try booting into Open Firmware and resetting:

OK, if this post is what your post is responding to,
Gosh, thank you so much. it works
then you already did a PMU (the batter power cord/button thing).
It's too late to call them. What if I perform a Power Management Unit (PMU) reset? What would that do?
yeah... pmu reset... that's what it's called.
yikes... not sure what to tell you. There is an iBook logic board replacement program. Yours may fall within the range of serial #'s if your logic board is failing
The iBook REP was for dual-USB iBook G3's, and it expired about six months ago.
I would call up the AppleCare line (1-800-275-2273) and have them ship you a box. If it's under AppleCare, they'll get it taken care of. Make sure to back it up before you send it, though.

Oops... sorry about that...
