iBook G4 Issue

I cannot get my iBook G4 to restart or shutdown. The only way I can get it to turn off is to hold the on/off button. When I go to restart, the computer just sits with no icons and the blank gray menu bar. Any help would be useful.

    PMU reset?

    1. Turn off iBook.

    2. Take out battery & unplug.

    3. Hold power button for 5 seconds.

    4. Re-assemble and turn on.
