Annoying Photoshop Classic Quirk

I hate when Im using Photoshop in classic the universal access turns on and disrupts my work, how can I disable this annoying thing?

Under Universal Access in System Prefs is a button "use keyboard shortcuts to turn universal access on and off." Try that.

How about if PhotoShop is launched in the background its menubar doesn't show! In OS 9 this is less of an issue, but in X when multitasking is so easy I can't help but run into it from time to time...
