Problem: CANT SEE RINGTONE PANE TO BUY RINGTONE!!

in iPod + iTunes + AppleTV edited January 2014
so im running my windows vista computer i open up itunes and i try to purchase a ringtone, i do so off the itunes website, now i click the bell-shape icon in my music library of the ringtone i wish to edit, the editing pane comes up from below and i create my 30 second clip, and there is no BUY button to be seen, and only half a CANCEL button as well....i uploaded a picture so you can see my desktop im not sure what to do, ive tried moving the playlist pane over and resizing the itunes all around, not sure if i should reinstall itunes or what????





please someone tell me what to do!!!
