why do people pay to have their iphone unlocked?

Isn't jailbreaking the iphone the same as unlocking it? if so why would people pay hundreds of dollars to unlock it?

No, Jailbreaking is allowing you to install 3rd party applications on it. Unlocking it is to use it with a non-AT&T SIM on another network.
