user account dependent location settings?

simple Q, really. is it possible to have user dependent location settings? what i basically want to do is disable the network for one user account on my macbook, but have it active on the other. location settings seem to be the easy way to do this; set one user with a "nothing" location setting... but location settings seem to be set system wide.
so... is there anyway to have one user disconnected by default whilst leaving the other connected?
