iphone edge vs wifi - email downloading of attachments

I love the email handling on the iphone except for this. I receive a lot of attachments that I need to view. When I'm on a wifi, attachments download just fine. When on Edge, I can usually get the attachment if it's not too big. Ok, I understand.

But here's the weird part. If I'm in a wifi zone(phone senses one) and decline to join the wifi, edge downloads no attachments at all. I get "message has no content"". if I turn off wifi and check my mail, I get attachments for new mail, but not the ones I've already checked. Anybody else experienced this? It feels like I'm being punished for opting out of the wifi. Maybe I'm just paranoid.
