Browser (?) problem with Java

When I try to open certain sites, I'm told I don't have Java. I've downloaded Java for OS X 10.3.9 Panther several times. Once after deleting the previous Java. Still doesn't work. Googled the problem: told to download Java3D_and_JAI.dmg. No joy. Safari/preferences: unchecked "Enable Java" and "Enable JavaScript" several times. NO joy. I know the site is seeing the JavaScript because if I disable JS, the site tells me it's disabled. It just doesn't see Java.

Internet Explorer has NO problem with this. It opens the browser site without complaint.

Not Safari; not Opera. FireFox opens the site, but immediately puts a purple film over the area I want to deal with.
