Every once in a while, I can't drag files. Why? And I can never Cut

Edit Edit: I thought I found the solution, turns out I don't. Please help! (second post has the problem).

    Okay, turns out it isn't fixed. I did what the "solution" was, yet no avail. I heard it was a Permission with a Logitech Harmony Application, yet I'm not sure what to do to fix this. Any ideas?
