Sharing iTunes Songs between Accounts on a Single iMac

I have a 20" iMac with three accounts - Account 1 (the Adminsitrator), Account 2 and Account 3. If Account 2 buys an iTunes song, the song can be placed in the Shared folder and accessed by the iTunes accounts of Account 1 and Account 3. If either of Account 1 or 3 buys an iTunes song, they cannot put it in the shared folder, so it cannot be accessed by any of the other accounts.
