Spam: "Banned"

What is the meaning of this? If the user has been banned, why isn't the spam deleted? Is this a new thing? I've never noticed the "banned" before.

Two steps to getting rid of spam:
1) Ban the user.
2) Move the spam to our big ol' secret spam archive.
Apparently, step 2 was missed in this case.
