It is because the 2.0 software will be released in early July for $9.99.
The 2.0 update should include all the apps that are in the January '08 Application Pack (it was not called 1.1.4, that is a separate free bug fix update).
There is no point Apple selling the January 08 Update now as it will be replaced in a few weeks time and people would have paid twice for the same things.
