Background Applications Whilst Roaming!

I see 1 problem with Apple's new method of managing background applications memory... When I go abroad, I'd be scared of being hit with an EXTREMELY huge bill, from background applications I don't know are running whilst roaming! Has any one got a hint as to whether we can turn this feature off whenever we want?
