I'm not a programmer, so I am probably wrong, but I think this can be done through <a href="http://developer.apple.com/techpubs/macosx/CoreTechnologies/AppleScriptStudio/" target="_blank">AppleScript Studio</a>. All you need to do is download(or install it off the CD, if you have it) Apple's Dev tools. Open up the docs on ASS and they should tell you everything about calling OSX API calls through Perl.
