iPhone sim card swap

I'd really like to get an iPhone, but I don't need / don't want to pay for data. I don't believe you can do this on the 3G, but if I got an original iPhone and replaced the sim in it with the sim now, could I get text/phone service on the iPhone and still be able to connect to the internet via wifi, but not pay data? I would be using it on AT&T, not T-mobile. Also, would it have to be unlocked to do this?
