Is there any application that would let you turn your personal computer into a small private torrent tracker, so not as to have to rely on some website?

This is not for any illegal activity, it's being used to offer an alternative way to download files for my school newspaper across my campus.

Yes, you just create a torrent file and send it to someone - you can do this in Azureus, can't recall exactly how to do it though but it does work. I looked into this for an alternative to FTP for clients as it means that downloads can be easily resumed and you can limit your bandwidth. Uploading 100MB files over standard methods like FTP or through some HTTP interface just bogs down the whole network and on a connection drop you have to start over again. The problem for us is that clients are then required to have Azureus, which promotes illegal activity.

Are you talking about Azureus specifically, or BT clients in general? Either way, I don't get it.

tkelly, Azureus will work, but there are tons of alternatives as well. See here for some.

I'd personally go with something simple and under the GPL license.
