10.2 Kernel Panic?

I was setting up a VPN connection in 10.2 the other day, and while playing around with something, I get this screen that says in at least 5 different languages, that I need to restart my computer, and instructions on how to do so with the power button. Is this how Kernel panics are now? No command line printing out on the screen?

BTW, setting up a VPN connection is extremly easy with 10.2. I've done it with Win 2k, and it takes about 10 wizard steps plus you have to change certain properties. With 10.2 it took me under a minute.
