Mail keyboard shortcuts

Is there a way in Mail to change keyboard shortcuts? I tried creating a new shortcut using Systems Preferences>Keyboard & Mouse>Keyboard Shortcuts but that didn't work. When I go into Mail I see that "Send" now has my keyboard shortcut (control+return) but nothing happens when I try and use it
