How come the new white MacBook doesn't support a 30" ACD, but the aluminium MacBook, which has the same 9400M chipset, does?

Because the MiniDVI port doesn't support dual link DVI which is required to run a 30" ACD. There isn't room on a MacBook to have a full sized DVI port like there was on the MacBook Pro. The current iMac doesn't support it either with any model or video card configured because of the same reason. This is one of the reasons why Apple went to the display port when redesigning the MacBook/MacBook Pro lineup. I would also suspect the iMac would also move to display port as their primary way of getting video out.
The white macbook update was just to get it Snow Leopard ready and to get more people to buy them. It will still likely suck compared to the 13" unibody MacBook.

What's the difference in graphics and CPU/overall performance though? I wonder how much the 9400M in the white MacBook is crippled, if significant.
