Temporary folders and Desktop folders

I have partitionned my HD in 4 partitions. Once in a while (very often, actually), there are those "Temporary Folder" and "Desktop Folder' which appears from nowhere on the root level of my partitions. Why ?

I can trash them, but they keep returning after some time. I suspect they are related to OS 9, but I'm not sure (I use Jaguar and Classic). Can I get rid of those folders permanently ?

Those folders are always empty and I find them annoying because they clutter my nicely sized partitions windows and I hate that ! They are looking like some useless dirt falling from nowhere.

I had the problem too.. and then it stopped when my classic stopped working~

In OS 9, every disk that gets mounted (even PC disks) get a couple invisible folders placed on them because the desktop in 9 is shared among all the disks. I'm not certain there is a way to permanently get rid of them unless you try setting them invisible in X...
