Yes. I believe that regardless of your type of internet connection, you can enable Internet Sharing from 10.2 via the Internet tab of the Sharing pane in the System Preferences.
Once enabled, connect your Mac and PC over ethernet (a hub would be preferable) and set the PC to connect to the internet via DHCP. It will contact the Mac for all internet-related data.
Alternatively, I believe you can also setup Internet Connection Sharing in Windows 98 and do the reverse. I have not tried this, though.

Anyone know where you go to set that up on the Windows machine?
