OpenGL 3.1 spec completed and specified

It'd be nice if OpenGL 3.1 could make it in Snow Leopard.

Note : Apple has yet to release the OpenGL 3.0 to us, but I am hopeful that should show up alongside OpenCL later this year.... and perhaps 3.1 not so long after... but who knows.
