how do i see what ram allocations to each program. In os9 i could go to "about this compute" and it would give me a breakdown. i have 192 and may want to upgrade with more ram.

You can enter the command top in a terminal window, or man top to get a description of the top command. Unlike OS 9, you have little control over the memory allocated to each application. The number of pageouts displayed by the top command can be used to determine whether more memory would be beneficial (ideally it should be zero or as low as possible).

Applications -> Utilities -> Process Viewer

That will give you memory usage statistics per process as a percentage.
