Photobooth effect

Does anyone know of a program which will convert a photo and give it the colored pencil effect which Photobooth has? Thanks.

    photoshop has a coloured pencil effect.

    Is it in the full version of Photoshop or is it available in Photoshop Elements? Also, is there any information as to a UB version of Photoshop Elements? Thanks.

    i don't know about elements but i have photoshop cs.

    Thanks. CS is a bit too expensive for my blood. If it is in Elements, I'll be all over it. Thanks again.
