probally an obvious answer, but how does somone share playlist over the network in itunes?

You can't yet.
A rendezvous-capable version of iTunes is expected to be released in the coming months. Rendezvous allows you do do just this.
You can, however, share the actual mp3 files by turning on Mac OS X's built in filesharing in the System Preferences.
